Passed off-chain, Social Proposals legitimize actions related to the DAO that do not have an executable component, such as legitimizing social rules
Overview
Social proposals are off-chain proposals that ask for the agreement of the DAO on a social consideration that cannot be enforced on-chain.
Past examples of Social Proposals include proposals to:
- create working groups and working group rules
- individual working group funding requests
- selection of an endowment manager to manage DAO funds
Proposers are solely responsible for the submission of a proposal. No other person is obligated to help or assist in any way.
Process
Social Proposals can be submitted directly to the ENS Snapshot space by any delegate controlling a wallet with 10,000 or more delegated $ENS votes.
The current governance process advises that proposals are shared on the governance forum before being advanced to a vote. This gives delegates and the broader community a chance to provide feedback and guidance on an idea.
Following an initial feedback period, the proposal may be advanced to a draft proposal on the governance forum.
Once the proposer is satisfied that the proposal is in its final form, it can be advanced to a vote as an active proposal on the ENS Snapshot space.
Format
This template can be followed when drafting Social Proposals. You can copy the template for Github into a new HackMD page to ensure you are using the correct formatting. By drafting in markdown, it is easier to copy your proposal across locations, like Discuss and Github, without having to reformat the proposal. Please see this proposal as an example of a correctly formatted Social Proposal.
Numbering
Before advancing a Social Proposal from draft to active, the proposal should be assigned an EP number.
The EP numbering system follows working group terms.
For example, proposals submitted during Q1/Q2 2023 started with a “3” while proposals submitted during Q3/Q4 2023 started with a “4”. The first proposal in term 3 was EP3.1, the second proposal in term 3 was EP3.2, etc.
The best practice is to look at the sidebar on this page to determine the latest EP number.
Location
Social Proposals are voted on in the ENS Snapshot space.
Voting method
Social Proposals are off-chain and gasless — casting a vote does not require gas to confirm transactions. Unless otherwise specified, the voting method may be approval, ranked-choice, or weighted. The appropriate method will differ depending on the subject of the vote. Please consult with Meta-Governance stewards if uncertain.
An interesting feature of off-chain Snapshot voting, is that votes can be written-over an infinite amount of times during the voting period. This means a delegate may initially vote ‘No’ and later change their vote to ‘Yes’ or ‘Abstain’. This feature is only available on Snapshot, and does not apply to Executable Proposals.
Timing
Social Proposals have a voting period of 5 calendar days. The start date and end date of a proposal are shown in the information section, near the top of a proposal page, as seen below. Timing will be shown in your local time.
Quorum
Social proposals have a quorum requirement of 1% of the total supply of $ENS, or 1m votes, and require a minimum approval of 50% to pass.
Constitutional amendments have a quorum requirement of 1% of the total supply of $ENS, or 1m votes, and require a super majority of two thirds of participating votes to pass.
